I am directed by the Comptroller and Auditor General to forward for the information of the Secretary of State for the Colonies the copy of a query from this Department, on the accounts of the Treasurer of Hong Kong for 1893, and I am to state that the question was raised on the fact that Mr Bruce Shepherd, the deputy Land Officer, and Mr C.A.F.Sangster, the deputy Registrar, were each of them receiving the full pay of their respective substantive Offices, at the same time that they were each drawing a moiety of the half salary of the Registrar of the Supreme Court and Land Officer, their superior officer in the same Department, whose duties they were conjointly discharging during his absence on leave.
A statement is herewith enclosed showing the various payments made.
As the circumstances of the case are not wholly covered by the terms of Article 108 of the Colonial Office Regulations I am to request that the Comptroller and Auditor General may be informed whether the arrangement in question has been reported to and received the sanction of the Secretary of State.
